I suppose it matters that other panels on the card make it clear that what’s being shown is a slice of the life of the popular cartoon character Cathy, so like they say about the Da Vinci Code, It’s All Just Fiction, but still it took me a bit by surprise in a government publication. Life, it seems, goes on, if sometimes in a rather subterranean way that only pokes its head above ground occasionally.
